The Ninth Circuit today announced the three judges that will hear the case challenging California’s Proposition 8, the amendment to the California Constitution defining marriage as one man and one woman: Stephen Reinhardt, appointed by President Carter in 1979; Michael Hawkins, appointed by President Clinton in 1994, and Norman Randy (NR) Smith, appointed by President George W.
